Unable to select submit on index and cache pages with cell phone

I am unable to click the submit button on the index and cache pages when using my galaxy s5 in a chrome browser. I also see the same issue on an iphone 6

Magento admin has a lot of javascript requirements in the admin area and as such if your browser on your phone dosn't support java you will have issues submitting actions.
