apache and mysql wont function when i download xammp....

Hello,

You should remove your exist Apache and Mysql. Then, install Xampp again.

If after installing new Xampp, you still having this problem, I think Skype causes this problem. It uses port 80, and Apache tries to use this port, but cannot.

Open your Skype: Tools > Options > Advanced > Connection

Disable the "Use port 80 and 443 for alternatives for incoming connections"

Close your Skype. Try to restart your Apache.

ok its working but when i type,     http://127.0.0.1, the link takes me to apache friends website and the link then looks like this,

 http://127.0.0.1 /dashboard/ so i dont think its working can you help?

If only http://127.0.0.1, your site will not work, you should try http://127.0.0.1/<magento_folder>/ or http://localhost/<magento_folder>/

"There is either no index document or the directory is read-protected." Where is your Magento site root? You put it under htdocs folder? You can screen shots your folder structure?
