I am struggling to find out how I can download Adobe Commerce using Composer from https://repo.magento.com/. I did some research and it seems like it is a locked repository?

Adobe Commerce is a paid version of Magento. You need to contact Adobe to get a quote and eventually they will give you access.
Again, it's not free. You have to pay.
