Default Store Disabled?

Hi!

Hello, I have 2 sites with several stores
Why is the DEFAULT store disabled?
I need to change the google analytics values of the config.php but it appears disabled
I can only change google analytics for each site that I have inside but from DEFAULT I can't

Why does this happen? And in what way could I change the values that are in my config?

The Default configuration looks disabled because you're on default settings only see the settings switcher written after Store View : 

Or if any configurations are missing after you switch to any specific store-view/Default, then it depends on the module that it allows to change configuration in default or not, here is a reference what does it mean :
