Install FOUR, not yet functional

I've installed four times.

 

Web installer - Just text on the homepage, no admin or any other function.  Installer gets to 100%

Command Line - Just text on the homepage, no admin or any other function

Command Line - Used tar download.  Clean home page, no links working, no admin, etc

I now get a server 500 error on everything.  Remove the .htaccess file, and I get a functional homepage, but the below when accessing any of the links.  What could I possibly be doing wrong here?

The requested URL /contact/ was not found on this server.

Well, I tried again, this time with the web installer.  Same result.  I get the homepage, with just text, dead links.

 

unpacked the tar file, set permissions, and run through the installer.  I did notice, the installer ran from 0%-100% in a second;  much quicker than successful installs I've seen.
