Hello,
Environment: WIN 10 Pro + Wamp server64
Problem: I had previously installed Magento 2.1.2 with sample data, now I want to upgrade to 2.1.3.
I simply deleted the magento directory and database on 2.1.2 and re-install with 2.1.3 with simple data.
Installation was successfully with no error. But when I go to front-end and try to add an item into shopping cart.
It shows no item in the cart.
Then I try to go to back-end and set the Cookie Lifetime to 86400. It is still not solve the problem.

I try a new fresh win 10 pro (with wamp server) and magento 2.1.3 install.
Same problem occur. No items in shopping cart after i hit add button.

I can't figure out what might be causing this, has anyone experienced the same issue?
any advice and suggestions will be greatly appreciated.

Solved! Go to Solution.
Finally I got this issue fixed.
I found that shopping cart empty problem only occur on Chrome and Edge but not Firefox.
I went to back-end Store -> Setting -> Configuration->Web->Base URLs
to change localhost to 127.0.0.1 on Base Url. Then it solved the problem.

But when I will disable the full page cache then it's working fine.

1. Go to your phpmyadmin database & open the table core_config_data.
2. Search with unsecure_baseurl & secure_baseurl. open it
3. Change the url localhost to 127.0.0.1
