excuse me I have the same problem I did the installation on a windows machine in wampserver, I don't understand where I should run that command.

Can you pls just tell me where and how to run this command (I used Xampp installer and installed on my Localhost and after an exhausting span of resolving back to back issues, I somehow managed to access my dashboard but its loading loading and loading, However I can see my dashboard in background)
Can you pls just guide me a little bit?

You need to enter the ROOT directory of your Magento from command line, e.g. `/var/home/user/public`.

Now execute the following command from within the terminal/command line.

php bin/magento config:set web/secure/use_in_adminhtml 1

make sure that this command is executed with correct user, also you need to have `bin` directory in the ROOT.
