Need serious recommendations for helping upgrading to the latest Magento

we gradually need to upgrade our store. We are based in Austria and are looking for serious agencies who offer migrations from Magento 1.7 to Magento 2.3.
Is there a list available or what might be a good procedure to find an adequate partner.
