PHP Fatal error: Only variables can be passed by reference

Hello,
I have asp_tags = off at the root of my site

But still gives me error when trying to access the backend  "PHP Fatal error: Only variables can be passed by reference"
I have to create the php.ini in the path of the backend to actualize the value of Variable asp_tags

In magento 2 ,Where should I put the php.ini to affect only the backend?

Settings in php.ini affect all sites using that version of PHP.  You need to find the php.ini file on your server, perform a reload on the service, and then it should take affect overall.
