Readiness check shows cached information

I am trying to install an extension but get:

 

Your current PHP memory limit is 512M. Magento 2 requires it to be set to 756M or more.

And Found non-writable path(s): /home/shopdev/public_html/php.ini.sample

 

The file doesn't exist after I renamed it to php.ini and I have confirmed that the Master and Local value for memory is 756M

 

I cleared the caches but this message doesn't change. Any ideas?

For the record this was sorted out after the webhosts flagged up there being 2 sets of CRON jobs running. This was due to reinstalling Magento and the second CRON jobs automatically running from the default PHP5.6 - with those CRON jobs deleted everything worked OK.
