Where is the Setting for Product Template

My client is set to the role of Store Owner. I am the Administrator to the Magento 2.x site.

When setting up a new product, as an Administrator I can click the "Default" template and gain access to be able to select any one of the product templates I created in the system.

Yet, when my client clicks the "Default" template he cannot change it to any of the product templates I created.

Where is the role setting in the system to allow a Store Owner to gain access to the product templates when creating new products?
