Hi, all i am new with magento2, facing issue in localhost i have downloaded magento elasticearch is working fine, when i am putting following lines on command prompt showing error "Magento supports PHP 7.1.3 or later. Please read https://devdocs.magento.com/guides/v2.3/install-gde/system-requirements-tech.html"

When i am putting above line next time following error apearing.

operable program or batch file.
