can't find category permissions

I am fairy new to website and Magento. I am trying to work my way through by reading the manual. I just couldn't figure out how to enable the Category Permissions. Manual said it is under Stores->Configuration->Catalog->Catalog (http://docs.magento.com/m2/ee/user_guide/catalog/category-permissions.html) But i can't find it. Is this function only available to some versions?  Mine is 2.2.1. It was installed from my web host

There are some marketing pages and blog posts around that talk about the feature differences at a high level but not to this level of detail. 

 

One way I can think of checking features in future is to compare documentation to see if the feature is described in both:

To my knowledge, category permissions is a feature that's only available in the paid version of Magento: Enterprise edition or "Magento Commerce" rather than Community Edition or "Magento Open Source". Which version do you have?

I think mine is Magento CE 2.2.1 so that's why this feature is not available. Is there a document tells me what the difference between enterprise and community version?
