After downloading 2.1.0 Edit Functionality Gone

After downloading 2.1.0 the functionality for STORES>CONFIGURATION>GENERAL>DESIGN only displays "Search Engine Robots" and nothing else... There is no option to add/edit the header (favicon, logo, etc.). It was displaying fine in 2.0.4.

Sorry, I am currently overseas for personal reasons with limited internet access. It might be a few weeks before I get to this forum properly. Please report bugs to GitHub. Sorry for the delay - I will certainly chase up when back in the office otherwise.

Apparently it was moved but docs not updated - being addressed. So the functionality is still there somewhere. Sorry, I don't have access to code to work out where.
