Are you offering to port the devdocs site to Russian? The problem that I see is keeping the other site up to date. We are constantly improving and fleshing out the devdocs site - it does not sit still. So it would involve an ongoing commitment of time and effort. If I have understood and you are still interested, you could reach out to Tana Berry who runs the devdocs team internally.
