Is Magento 2 DB times depend on DB timezone?

Hi,

I want to know if all DB times are UTC.

I use Magento 2.1.0, and the DB times (for example the quote table created at)depends on DB timezone; When I change the DB timezone, the times will change the same as DB timezone, not UTC.

If this is normal?
