Adding a new shipping method

Hi ... A Magento newbie here ...

I needed to add a new flat rate shipping method for sales to the US and Canada. I found the documentation a bit confusing, so I simply added 2 new records to the shipping_productmatrix table. However, the new method is not showing up. Is there another table that I need to add something to? TIA.
