Google Tag Manager is not an option in v1.9.3.3 Google API

I'm trying to follow these steps: https://docs.magento.com/m1/ee/user_guide/marketing/google-tag-manager.html. Step 2bb says to select Google Tag Manager from the account type drop down but ther is no option for that. Do I have to enable something somewhere else or add an extension?

Google Tag Manager is available only In Magento Commerce(magento enterprise) Version.

Your version is Magento 1.9 and its Magento Opensource version. This extension is not available for Magento Opensource version.

You have provided a link for Magento commerce 1.14.* Version. You need to get purchase extension from a third-party vendor or download below free extension
