My admin panel redirect me to a page showing "can't create or open file" when I save configuration

When I save things in System -> Configuration in Admin panel, it will redirect me to a page and showing "can't create or open file".

I can click "back to last page" in my browser, it will show me a success message "The configuration has been saved".

 

I tried to google and it is not easy to find a related case. I am using Magento 1.9.2, can any one give me some help?
