Overall Discount and Free Item

Hi All,

     Is there a way in Magento 1 to offer an overall discount and a free item? For example, if someone makes a purchase above $75, they get 25% off and a free item? 

Would creating two promotions concurrently with equal priority be an acceptable workaround?
