Shipping Restriction

Hey Guys,

We currently have an issue where customers from California cannot checkout. For the life of me, I cannot find where this restriction is. What file or admin area should I be looking at? I have looked everywhere.

Do you have tax restrictions? If you have taxes setup maybe check that area.
