Check item price with shopping cart price rules

I'm currently using Magento 1.9.2.2.

I want to create a rule for giving a discount if a user adds 2 items of the same price to the shopping cart.

For example, if a user adds 2 items to the cart with a price of $19.95 the total amount will not be $39.90 but $35. Also if a user adds 4 items with a price of $19.95 to the cart, the total amount adds up to $70.

A programmatical solution is also fine if this cannot be done in the admin panel.

As far as I know, you need some customization to achieve this. There are many advanced promotions plug ins out on the marketplace but I don't know which one have ability to use price in conditions.

I had some experience with special promotion from amasty, but this module will complete what you need only if you group all products of the same price into categories and tham use categoris in conditions.
