Customer Group with Different Shipping Options

We have two customer groups for pricing.  We want group 1 to have free shipping and group 2 to pay for shipping (since their prices are cheaper).  We use ShipperHQ with Magento.  Is it possible to have this?

You can use shopping cart price rules. There's a customer group condition.
