Free shipping on a product not for another

Hello

I want to offer free shipping on some products but not for others. How does Magento manages that when checking out if I have a flat shipping cost of 2,99 Euros per order? Am I right assuming the consumer will pay those 2,99 Euros if he buys products with and without free shipping?

Is it possible to set up free shipping for one product in a cart and not for another? I am able to get free shipping for one solo product in a cart but when I add another product it seems to charge shipping for both items rather than just the one. I am using Magento 2.
