Have you enabled settings for the categories to be visible in the menu?

There may be following reason to not to display category in the front end.
1. You will need to create sub category of Root Category if using 1.9. Don't make root category, otherwise it wont' display.
2. Make sure you have set "YES" in include navigation menu.

I did this.

And i did this.
Yet the two new categories still can't be seen in the Nav Menu.

I see a few options not mentioned above. First of all a simple one is the categories active, it could be an easy oversight ;-)
Another is ofcourse store values, if you are running a multistore setup, you should check the stores to make sure that these are also set to be active.
And last, you could have reached your kategori navigation limit, you can increase this from:
System > Configuration > Catalog > Category Top Navigation
Check and see if this is high enough for the level of sub categories you have reached :-)
Also if none of this works remember that the main navigtion is blocked cached so you need to remember to clear your block cache ;-)
