I have the same problem.
Magento 1.9.2.3
Paypal was working correctly but after have applied SSL I get the error.
When magento tries to connect with Paypal, I get "Error processing the payment. This transaction can't be processed. Pay with another Card" this is a free translation 
Can someone help me?
I'm noob with magento.
