Fatal error after installing patch PATCH_SUPEE-5994

Website stopped working after installing patch - patch was successfuly installed but  getting error - "Fatal error: Class 'Mage_Install_Controller_Router_Install' not found ",  any solution???

The referenced file is failing to be created by the patch because the containing folder Router doesn't exist.
