Magento security patch don't show download button

How can Download patch SUPEE-3941 and others that not show download button to magento CE?

some patch I can see the download button but others patchs I don't see the button ex:

the last patch SUPEE-8788 require SUPEE-3941 and I can't download it

in other case I working with new modulos to my store and I need install again same security patch to create my test's store for developer

I have the very same problem. Trying to install 8788 and being told that i need to install 3941. But no download button. Is there any other place in the internet to find it? The EE version i found is not working for me

I would like download directly from Magento, but now it's impossible.

I am waiting for Magento enable the download button of this patch and others
