On https://magento.com/security/patches/supee-11219 ; the vulnerabilities are listed for "Magento Open Source 1.5.0.0-1.9.4.1", but on https://www.magentocommerce.com/products/downloads/magento/#download2330 there are only patches for 1.9.x
Are the vulnerabilities not present on magento < 1.9 ? Is that an error ? Was 1.7 EOL'ed before june 2020 as advertised ?

"Missing patches for versions <1.9.3.0: M1.x patches for older versions will be released in next couple of days due to last minute issues found. Update: It turned much harder than expected due to scope of changes. Expected in about a week."

Some of the 1.7 versions recieved a patch but not yet 1.7.0.2
I hear no word, I assume there is still a hold up.
