First place to check is app/etc/applied.patches.list which will show its installation and the files it will have patched.

Second place to check after flushing cache is the System Configuration Shipping Methods setup for USPS, in the list of services the most notable indicator is that you will now show the service Retail Ground which formerly was formerly named Standard Post

1. Download latest version of magento with updated patches 
2. Pull out USPS.php and Abstract from app/code/core/Mage/Usa/Model/Shipping/Carrier 
3. drop in to app/code/core/Mage/Usa/Model/Shipping/Carrier 

This is assuming your up to date on previous patches.

I was having trouble with failed hunks installing this patch on 1.7.0.2 and found your post helpful.  Installing the full chain of patches fixed my problem.  If the patch would have done a check against the patch list and emitted an error I could have found the problem much faster! 

The only exception is that I did not install MAGEBP-706.
