What will happen if apply patch fail ERROR: Patch can't be applied/reverted successfully.

Hi

 

If I got the error ERROR: Patch can't be applied/reverted successfully. Is there any code will be changed even apply fail? I am using Magento 1, CE 1.9.2.1
