Admin tax zone and rating displays 404 page

I'm quite new to everything in Magento and now I'm trying to edit taxes, but both the tax-rate import/export page and tax zone and rates page gives me a blank page with the notice '404 not found'.

 

I tried to Google, but I can't seem to find the issue. Can anybody maybe help me with this (possibly) simple thing? All other pages do work.
