Around 20 session files creating every min.

We have analyzed about the session files creating every min, around 20 files. huge count of file in session folder, we are not understand why its creating 20 files per min. 

We have followed the instruction from the below link to restrict bot.

but still we getting session files creating frequently issue.

Please help me to resolve this issue.
