CAPTCHA not working

Hello. 

I have Magento 1.9.4 installed on a site, and we have captcha enabled. However, the captcha is not showing up on any pages. We have the rwd theme installed, but I don't believe we are using it currently as the default theme. Either way, we copied the /base/layout/captcha.xml to the rwd directory. 

We are trying to enable captcha on the create/login/reset password pages, but as stated the captcha field is not showing up on any of the forms with it enabled (and setup to always show)

check store wise setting.

if it is same then check with base theme Magento

Thank you for your reply. 

The default store setting is to have it enabled. This also carries over to the site specific configuration. 

The base directory has captcha.xml installed.

In thinking about it, the standard old version of captcha isn't very effective anymore at preventing spam, and would actually like to incoporate googles recaptcha via an extension, if possible. Is there a solution to upgrade the default captcha to recaptcha, or is there a third-party extension that does this for you?
