Countries box is empty on checkout...

I'm just in the process of setting up a cart for a friend thats migrating from prestashop. however, on check out the country box is empty any one had this problem before? if so how do i resolve it?

Found the issue.

there was an entry in the core_config_data table where the path was just General not /General/xxx/xxx/

delete that flush cache and worked
