Discount not working in cart but working if order placed Backend.

I have a shopping cart price rule setup. 

As long as I manually make the order in the backend / admin the discount works correctly and checks out at the discounted price. . In the front end,  It displays correctly in the product pages, full price is always charged with no discount the shopping cart.

Using Ver 1.9.2.2 Any pointers I'm at a complete loss what to do.

Sorted but dont understand why. Made the same rules in catalog price rules applied the rules, then it started to discount the product and then discount the cart in effect giving double discount !!

Turned off the product rules and now works as it should with discount applied in the shopping cart only.
