Error while Reinstall or Uninstall Extension from Magento Connect Manager?

I am using Magento 1.9.3.6 version. when i am trying to reinstall or uninstall extension from magento connnect manager. showing this error

When a couple of other people had this problem (https://stackoverflow.com/questions/27290068/magento-connect-manager-giving-no-action-selected-error...) they either found it was:

• Something they'd changed in .htaccess file that had broken it
• Using a browser that wasn't supporting cookies properly. 

Could either of those two be at play?

This error has been resolved by changing PHP version 5.6 and increase the PHP Memory Limit for PHP version 5.6.
