Filters are stuck on

When viewing categories in our Magento store (latest, patched 1.9 version), the categories have a filter stuck on and it is unable to be removed.  I've noticed it in both of our store fronts.  Even when clicking on the "X" to clear the filter, it still shows only filtered results.

Any idea what is causing this or how to fix it?

I turned off the price filter as instructed here:

That fixed the issue, but does anyone have any idea why the filter is being stuck on?
