Normally you'll set all your url configurations here:
If you se the "Use Secure URLs in Frontend" Magento will switch automatically on special/sensitive areas (cart, checkout, my account).
And the other areas will work over HTTP automatically.
If you want to use HTTPS all the time, you can set the unsercure URLs as HTTPS.
