I get a 404 and weird url on my local version of magento

moved magento from live to local

I did not create the site and I am new to magento, I downloaded the files and database locally

I went through the various online tutorials 

now when I go to the webpage I get a 404 but it seams to load some menus, no css though

also the weird thing is, I have the site mapped to a virtual host addrees, when I type website.dev for example, it goes to website.dev/website.dev

I am stumped, if anyone knows how to move forward

thanks for taking the time but this guy has a completely different problem than me

and the solution involves deleting rows in the database so I am worried about breaking something
