“Interface Locale” language problem

my admin page "Interface Locale" is not working, my already switch the default language to German, but is still shows english, so as Chinese, can anybody help me to solve this problem.

Do you have all the languages that you want to set? Try to download language pack from here:

http://www.magentocommerce.com/translations
