This isn't upgrading Magento, this is installing an extension. We updated both php and curl. They two servers are identical settings with the same firewall and Apache settings. The only difference was Magento versions. Both sites were successfully upgraded last night to 1.9.3.1 so I will see if I have any luck today installing from Magento Connect.
