Read/write errors with Magento Connect Manager 1.9.3.2

If we login to the Connect manager it says:

Warning: Your Magento folder does not have sufficient write permissions.

 Doesn't matter if I change to nobody (the apache user) or use chmod777 on /downloader and /var and /media the error is the same.

 

So I go to settings and try to use the ftp settings, but then this happens again:
        Settings has been successfully saved
        Unable to read the configuration file.

I can delete config file and can login again, but then the ftp settings are gone again and I get the permissions error again.

This also happens with a fresh 1.9.3.2 installation. What is going wrong?

Looks to me it's a bug in 1.9.3.2.

We have the Magento installed in the web root.

 

Now if I change the "public_html" directory to 777, the problem is gone.

However, it's not secure and should never be done to have the public_html world writable.

 

So this seems a bug. Only files in the home directory should be checked, the public_html should never be world writable.

I have also same issue with magento-ce-1.9.3.3.... Help Me.
