Static blocks and images not appearing after upgrade

There is another post on this however the solution there which was to disable the cache or use the hotfix didnt help me (assuming I disabled it in the correct place on the "cache management" tab). I also noticed that the hotfix specified it was for installtaions supporting multi site which my installation isnt.

So yeah basically my static blocks arent appearing and half my images arent appearing either.

Does anyone know of a straight forward solution to this?

Looking at this further I can see that the homepage layout is missing so that may explain why the homepage looks odd, the images however are still missing for a lot of products

I just realized this same issue with CMS blocks not appearing. I just became aware of System > Permissions > Blocks. You need to add your blocks into the permissions and allow them.
