Wrong Timezone for Moscow in Core

Hi everyone, 

i noticed an issue about timezone for my clients in moscow. 

There are on GMT +3  but in lib/Zend/Locale/Data/windowsZones.xml moscow are set like +4 and so all the new order mail are the wrong time .

Can you helo me to fix this? i don't know where can i change this value.
