help with soap api

hi. I did a clean install of magento 1.9.2.4 and when i access the soap url, it's showing a very strange screen.  anyone know whats causing this?  it's showing a bunch of text with text fields on the screen (ignore the construction person in the middle.. i have my website on maintenance mode)

so my website is hosted through inmotionhosting.com.   When i install magento 1.7.0.2, the soap api works correctly and it displays the XML.... When i install any other new version (1.8 and 1.9), it doesnt work correctly..

Your screen looks very strange indeed. I would even say that it looks exactly like a broken image.
