Here are screen shots of my settings.
I've tried changing the Customer groups to have all options highlighted and it still doesn't work, not when I'm signed in as my test customer nor when I'm not logged in at all.
I've tried changing all the settings I can imagine and can't get it to apply at the checkout.
I'm running Magento ver. 1.9.2.4
