shipping method with double weight

The courier gave me a quote, where for shipments to Italy I must consider the volumetric weight instead for shipments to Europe I have to consider the specific gravity.
How do I get out of this situation? you have ideas or suggestions about anything can help me?

Can you tell us which courier are you using?  Usually, couriers allow you to specify shipping cost calculation based on different attributes.  For example, country, state, height, weight, volume,  etc.

In my case I have assigned the volumetric weight.
And I set the table rate weight Vs Destination.

The rate table compares only the weight  of the product
