Change Magento Theme in Admin Panel

Hi,

I am new to the Magento Community. I am helping a friend re-designing his shop which is run on Magento Community Edition 1.9.2.4. As far as I can see from the user guide a theme can be changed in the category "System Configuration" following the path: Go to System > Configuration > General > Design Tab

However, there is no such section in my Admin Panel. The categories I've got at display are Overview, Sales, Catalogue, Customers, Newsletter, Reports, Payone. Can anyone tell me how to access the System category to change the shop's theme?

I'm pretty sure you just don't have permissions to see System stuff.
