fresh installation of magento 1.9.2, rwd theme, one page checkout, button 'continue' not working in first check out page.

You check any errors from browser responding and system log? If you had any custom code lines from code pools and templates, you should revert them. Also clear Magento Cache.

Please try the following: enable Firebug and tell us what response you get after hitting the Continue button.Most likely you'll get an error message that will help to find out what triggers the issue.
